Balshaw had originally been named on the bench, and coach Clive Woodward had indicated that he would be getting a run out against the Georgians, but now his place goes to Perpignan winger Dan Luger.
Balshaw has started only two Tests in two years following a prolonged battle with injury problems, but he showed glimpses that he was returning to his best when he played in England's two World Cup warm-up games against France.
Luger, who used to play for Harlequins, is now on the verge of winning his 35th cap, and possibly adding to his England career try tally of 22.
