In the pack, the Londoners field a totally different front five to that which started against Wasps last weekend, with Jason Leonard, Tani Fuga, Laurent Gomez, Bill Davison and Alex Codling replacing Ceri Jones, James Hayter, Jon Dawson, Karl Rudzki and Simon Miall respectively.
The one change in the back division sees England midfielder Will Greenwood return to the centre in place of Chris Bell.
"We are treating the games against Wasps and the two against Leicester as a series of three games in eight days," said Mark Evans, NEC Harlequins Chief Executive.
"Particularly in the tight five, three games in eight days is a bruising schedule and we are in the fortunate position for the first time this season that we have the majority of our squad fit, so it has been possible for us to change the entire front five."
"The guys who played on Saturday did extremely well. Both Jon Dawson and Simon Miall in particular are very unfortunate to be omitted from the 22, but you cannot ask these guys to play three games in eight days."
"Leicester will provide us with a fierce challenge both this evening and again at Welford Road on Sunday. They may have had some disappointing results over recent weeks as a result of their injury problems, but I am sure that they will be back to their best for these two games."
